This article restates and discusses (a) some of the results presented by Welch elsewhere in this issue of T.D.ß , and (b) some ideas put forward by Verdonk in a report on elementary chemical education, delivered to a scientific advisory board of the Dutch government. It argues that the interests of student, teacher and society are best served by a research approach which recognizes mutual relationships between all aspects of teaching and learning.
